IP Address and Cheapness

Due the combined effects of my addiction to science fiction/fantasy novels and my disappointing lack of funds, I spend a lot of time at my local library. Recently, I heard an interesting little story. The library just bought a handful of new computers for public internet access, so as an effort to save money, they hired the cheapest technician they could find to set them up. Luckily the computers were already loaded, the only thing they needed was to be hooked up to the internet. Unfortunately the guy they hired wasn't very qualified, and his method was to randomly pick numbers for the IP addresses until he found ones that worked. Now I'm sure that in some parallel universe, that would be a good method, but here, it isn't. The people who were already using said IP addresses were not very happy to give them up, and the library was soon plagued by phone calls from these people. then the library hired somebody competent. And I am thus reminded about why I hate humanity. And the the moral of this story is don't count your chickens with the hand that feeds you....
